Because Texas is huge, getting live weather updates can take a long time until it's put out there.

 

What may be sunny skies in Fort Worth is a hailer at Dorchester.  The much more populated Fort Worth will naturally believe that nothing is going on in the state if there's not a single cloud in the sky.  Because of this, people put their guards down.
